Palmer Releases the Town's Community Choice Power Supply Program (Aggregation Plan)

The Town of Palmer developed the Aggregation Plan in compliance with Massachusetts law regarding public aggregation of electric consumers. It contains required information on the structure, operations, services, funding, and policies of the Town’s Plan. The Plan has been developed in consultation with the Town’s aggregation implementation consultant, Titan Energy, and the Massachusetts Department of Energy Resources (DOER). 
 
The purpose of this Plan is to represent consumer interests in competitive markets for electricity. It seeks to aggregate consumers in the Town to negotiate rates for power supply. It brings together the buying power of eligible consumers throughout Palmer. Furthermore, the Town seeks to better manage energy prices. Participation is voluntary for each eligible consumer. 
 
Eligible consumers have the opportunity to decline service provided through the Plan and to choose any Competitive Supplier they wish. National Grid would remain the distribution utility for Palmer; however, third-party suppliers would procure the energy on behalf of the Town. Eligible consumers would be enrolled automatically if the Plan is implemented but retain the ability to opt out and choose any supplier they wish. Individuals would still receive and pay their own bills, but the Town would have negotiated the rate they pay for the electricity. 
 
The Town has distributed this Plan for public review prior to submitting it to the Massachusetts Department of Public Utilities. The arrangement is known as “municipal aggregation” and has been adopted by many other local communities across the Commonwealth. Proponents argue aggregation allows for municipalities to stabilize the cost of energy residents pay and also accrue a modest annual savings. 
 
Public Review and Comment Period

The Town of Palmer’s Aggregation Plan is available for public review and comment from Thursday, July 2, 2026, at 9:00 a.m. through Monday, August 3, 2026, at 5:00 p.m. Any person who desires to comment may do so in person at the Town Clerk’s office or submit written comments using one of the following methods: (1) by e-mail to aplace@townofpalmer.com; or (2) by postal mail to the address below. Comments must be clearly marked “Town of Palmer’s Aggregation Plan” and must be received (not postmarked) by the end of the comment period in order to be addressed.

About the Community Choice Power Supply Program 
National Grid would remain the distribution utility responsible for delivering electricity to Palmer residents and businesses. Third-party suppliers working through the aggregation program would procure the energy wholesale and pass savings on to consumers. The average homeowner is expected to see modest annual savings on their electricity bill as a result of the program’s collective buying power. 
 
The program is designed to stabilize energy costs and offer competitive rates that individual consumers would not otherwise be able to negotiate on their own. Demand for natural gas increases in winter, which proportionally affects the related electricity market and raises costs — the aggregation program helps buffer against these seasonal fluctuations.
