Human Resources functions are coordinated by the Town Manager's Office. The goal is to enhance service to the citizens by hiring and retaining the best employees, increasing productivity and job satisfaction through the planning and administering of personnel programs, wellness initiatives and professional development designs along with healthcare benefits. We ensure that the Town has a skilled, competent and diverse workforce that will work to meet the Town's goals.

Open Enrollment for Active Employees and Non-Medicare Retirees effective July 2026-June 2027

The annual Open Enrollment period for Health, Dental, Flexible Spending (FSA), Dependent Care (DCA), Voluntary Life and Disability Insurances will be May 1, 2026, through May 15, 2026. Any eligible employee wishing to join or change to another plan may do so at this time. All changes will be effective July 1, 2026, through June 30, 2027.

 

Medicare Eligible Retirees MUST enroll in the Harvard Pilgrim Medicare Enhanced policy during their Initial Eligibility Period. Delay in enrollment could result in your health insurance being terminated.

Employee Benefits

Employees who are regularly scheduled to work 20 or more hours per week are eligible to participate in the Town’s group health insurance plan.

The Town of Palmer also offers a number of employee-paid options, such as life insurance, short-term disability insurance, dental insurance, and a flexible spending account debit card (Flexcard).  Information about the group health insurance plan and employee-paid options will be provided to new employees on or about their first day of employment with the Town.

The Human Resource office administers all benefits, and employees should contact that department with any questions they may have.  It is the responsibility of each employee to notify the Human Resource office of any changes in their beneficiary for life insurance policies, and any changes in their marital or family status within thirty (30) days after marriage, divorce, birth, adoption or placement of a child for adoption.
