Housing Rehabilitation Program

The Town of Palmer's Housing Rehabilitation Program offers homeowners of low to moderate income affordable means to make needed repairs to their homes. This program is funded by a grant to the Town of Palmer from the MA Department of Housing and Community Development. 

The Town of Palmer has a Housing Rehabilitation Program for eligible owners of residential property in Depot Village, Thorndike, Bondsville and Three Rivers.  Program eligibility is based on household income, being current with certain financial obligations (mortgage, property taxes, etc.), and the type of repairs requested. The total household yearly gross income of all residents must be below the income limit as determined by HUD. In a multi-family home, tenants may need to income qualify. Please see the income limits below and note other eligibility criteria apply.

Repairs will be made to correct building code or sanitary code violations. Examples of some of the types of eligible improvements include: roof replacement, replacement windows, heating and hot water system repairs and replacement, plumbing and electrical repairs, foundation/structural repairs, kitchen and bathroom repairs, porch repairs, ceiling and floors repairs, weatherization, and asbestos and lead paint removal.
