Conservation Commission Minutes 06/02/09
CONSERVATION COMMISSION MEETING
Meeting Minutes of Tuesday, June 2, 2009
          Meeting Room #1- 7:00 PM

Chairman David Johnson called the meeting to order at 7:00 PM.  Present were Commissioners Peter Izyk, Robert Ring, Donald Duffy and Matthew Trybus.  Also present were Conservation Agent Sheryl Becker and Principal Clerk Mary Watson recording the minutes.  Member Harry Johnson was absent.

7:00 PM-Continuation of the Notice of Intent for Stanley Kmiecik-for the installation of an artesian well at the property located at 4 Beech Street, Palmer.

The applicants Doris and Stanley Kmiecik were present along with Donald Frydryk of Sherman and Frydryk Land Surveying and Engineering.

D.Frydryk stated that the property is not located in the floodplain district.

The Department of Environmental Protection (DEP) provided comments dated May 19, 2009 and there were no concerns.

A motion was made by R.Ring to close the hearing.  M.Trybus seconded.  The vote passed (4:0).

A motion was made by R.Ring to issue the Order of Conditions for 4 Beech Street, Palmer.  D.Duffy seconded.  The vote passed (4:0).

John Lizak Enforcement Order-for the property located on Shearer Street and Thorndike Street, Palmer.

S.Becker stated she received an email from Pioneer Environmental stating that the restoration plan would be presented at the next conservation meeting on June 16.

Roger Woods has been working with Pioneer Environmental on the restoration plan.

Member Peter Izyk arrived at 7:08 p.m.

R.Ring stated that the PCC would need to be advised when the hay bales and silt fencing are in place.

A motion was made by R.Ring to accept Roger Woods as the agent for John Lizak.  D.Duffy seconded.  The vote passed (5:0).

Letter from Christine Beauregard-dated May 7, 2009 was received stating her interest in the vacant seat on the PCC.

A motion was made by D.Duffy to recommend to the Town Manager that Christine Beauregard be appointed to the Palmer Conservation Commission.  R.Ring seconded.   The vote passed (5:0).

Christine Beauregard was present and participated in the discussions.

Meeting Minutes of May 5, 2009-A motion was made by D.Duffy to approve the minutes.  M.Trybus seconded.  The vote passed (5:0).

Meeting Minutes of May 19, 2009-A motion was made by D.Duffy to approve the minutes.  M.Trybus seconded.  The vote passed (3:0:2).  Members P.Izyk and M.Trybus abstained.

S.Becker stated she received a call regarding a washout near the catch basin at the Riverbend Condominiums located in Bondsville.

S.Becker attended a meeting for Tighe and Bond Sewer Separation Project for the Town of Palmer.  They have requested a pre-permitting meeting with the PCC to be held on Tuesday July 7 at 7:00 p.m.

Discussions were held regarding the Palmer Conservation Commission Proposed Draft Ordinance.

D.Johnson stated he had visited Knox Pond property located on 1094 Thorndike Street and had a discussion with the Town Planner regarding the steep slopes.

S.Becker stated an anonymous call was received for the property located at 94 Commercial Street, Thorndike.  The caller stated that there are trees being cut along the railroad tracks.   A site visit will be held on Thursday June 4 at 1:00 p.m.

Knox Pond Construction Report #19-the report dated June 1 was received from Keith Terry of Sherman & Frydryk.

D.Johnson stated he attended a Federal Emergency Management Agency (FEMA) meeting that was held at the Town Hall regarding the updated flood maps for the town.

R.Ring stated that the police department would begin the All Terrain Vehicles (ATV) enforcement this weekend.

R.Ring also stated that there has been dumping on Brown Road including trash and mattresses.

R.Ring spoke with Amy Bourget from Framingham State College who will begin water tests and provide feedback to the PCC.

S.Becker stated that the site visit for Tighe and Bond Sewer Separation Project would be held on June 18 at 12:00 p.m.

8:40 PM-A motion was made by R.Ring to adjourn.  M.Trybus seconded.  The vote passed (5:0).
