Thursday, November 18, 2010
Call to order
Council President Mr. Burns called to order the meeting at 7:04 pm on Thursday, November 18, 2010 in Town Hall Meeting Room 1.
Roll call
Present:~Mrs. Kennedy, Mr. Burns, Mr. Duda, Mr. Hebert, Mr. Heilman, Mrs. Barry, Mr. Williams, Mr. Duguay, Mr. Williams and Mr. Magiera. Absent was Mr. Remillard.
Consent of the Agenda Order.
Motion to approve the agenda order as submitted by Mr. Hebert. Seconded by Mr. Magiera. Motion passed 8-0
Recommendation by Town Manager Search Committee & Discussion of Search
P. Burns noted that the Town Manager Search Committee decided on four candidates, Charles O’Connor, William Ketcham, Fred Ventresco, and Carter Terenzini, however Charles O’Connor and William Ketcham had withdrawn their names from consideration. He recommended that the council accept the two remaining candidates and move forward with the process. Mrs. Barry noted that she does not support just bringing fourth two candidates when they recommended that at least three be brought to the final round. Discussion continued on whether or not to accept the two names brought forward by the search committee. Mr. Burns made motion to move forward with the process with the candidates brought forward from the search committee, seconded by Mr. Hebert. Motion passed 6-2 with Mr. Magiera and Mrs. Barry opposed.
Interviews will be conducted November 30th and December 1st. Next meeting to discuss the interview process and interview questions will be November 23rd.
Discussion: Stabilization to be used for debt payment (continuation)
Mrs. Kennedy noted that the reimbursement from MSBA will meet sixty-five percent of all projects. That cost also must include an engineering cost and project manager cost. Mr. Hebert stated that he would like to see the money raised drop back down to $710,000 from the $810,000 voted on during the last roof payment discussion. Mrs. Kennedy stated that she believes that the tax rate should stay where it was set at during the first discussion on payment of the School Roof. Mr. Williams suggested that money be taken out of free cash account to compensate for the $100,000 difference. Discussion continued over whether or not to change the amount raised for the school roofs from $810,000 to $710,000. Mrs. Barry requests a two-minute recess at 8:02pm.
Reconvened 8:05pm. Mrs. Barry notes that they could make a motion to reduce the tax rate with free cash. Motion to reduce the tax rate by appropriating $100,000 from the free cash account made by Mr. Hebert. Second by Mr. Williams. Motion passed 6-2 with Mr. Magiera and Mrs. Barry opposed.
Other Items
Rodger Duguay addresses the Council to inform them of his resignation.
Adjournment of Formal Session
Movement to move to executive session and adjourn from there by Mr. Heilman, Seconded by Mr. Williams. Motion approved 6 - 0 at 8:10 pm
