Working Budget Session
   Palmer, Massachusetts 01069

May 25, 2010

The meeting was called to order at 7:05pm.
Present were: Mrs. Barry, Mr. Burns, Mr.Remillard, Mr. Williams, Mr. Hebert and      
Mr. Duda.
Absent were: Mr.Magiera, Mr. Duguay and Mr. Heilmann
Others present: Town Manager Mathew Streeter

1       The Council heard concerns from the Building Inspector regarding his budget. Mr.Rollet
2        responded to questions asked concerning; data entry, permits and Calendar year figures.
3        Mr. Burns asked about the grant received concerning the software for permits and had it
4       been installed. Mr. Streeter stated that it had not.
5       Mrs. Donovan discussed her budget including completing street lists and funds to           
6       print and mail them. Mrs. Barry asked what departments are in need of these lists, how
7       many are needed and if the company generating the list could set it up in an Electronic
8       format. Palmer Public Library Director, Nancy Menard, distributed a packet to the

9       Council highlighting the library services and the impact of the possible cuts. Mr. Streeter

10      distributed a packet of information answering questions concerning; local receipts, the

11      Memorial Day Parade, Excess Overlay, Central Purchasing, Connect CTY, Emergency

12      Management Director, Forest Fire Warden, Board of Health and possible furloughs. Mrs.

13      Barry requested a copy of the “out sourcing proposal” as well as the number of

14      employees and vehicles in the DPW. Mrs. Barry also requested the number of DPW

15      employees with special licenses to drive those vehicles. Mr. Streeter requested a five

16      minute recess at 8:40pm and Mr. Burns complied. At 8:47pm budget discussion

17      continued with an updated version of Fiscal Year 2011Town budget. The update included  

18      the projected revenue and total expenditures. Mr. Burns requested that the Council agree

19      on another date for a budget meeting following adjournment. Mr. Williams made a

20      motion to adjourn. The motion was seconded by Mr. Hebert and the vote was, 6-0-0. The

21      meeting adjourned at 9:15pm.
