Minutes of the Special Town Council Meeting of December 10, 2009
The meeting was called to order at by Vice President Paul Burns at 6:30PM
.
Councilors present: Backus, Burns, DiNuovo, Duguay, Hebert, Remillard and Williams.
Councilors excused: Barry and Magiera.
Following the Pledge of Allegiance, Vice President Burns moved to appoint John DiNuovo as acting recording secretary in Councilor Barry’s absence, second by
Mr. DiNuovo, approved by a vote of 7-0-0 (unanimous).
Discussion by Mr. Streeter, the Town Manager, explaining the detail and necessity of the upcoming resolution, 2010-18.
Motion made to appropriate $830 per M.L.40, subsection 14 for the taking of easements for three parcels of land in the Town of Palmer. Moved by Mr. Hebert, second by Mr. Backus, approved by a vote of 7-0-0 (unanimous).
Town Counsel, Charles Ksieniewicz, explained the “order of the taking” and the MA state law, and that the purpose is not to take ownership of the land but to acquire an easement to construct and maintain the bridge.
Discussion by Mr. Streeter regarding the cost of the project,$2,848,311.40 to be paid for by the state with “stimulus” money.
Motion made by Mr. Burns, second by Mr. Backus, to approve the order of the takings, approved by a roll call~vote of 7-0-0 (unanimous).
Mr. Burns entertained a motion to adjourn at 6:51 PM. Moved by Mr. Backus, second by Mr. Hebert, approved by a vote of 7-0-0 (unanimous).
