Town Council Minutes 06/30/2008
Town Council Minutes – June 30, 2008                      

Meeting opened at 6:30 PM by Matthew Lovell, Council President.

Roll Call – Matthew Lovell, present; Michael Magiera, present; David Whitney, present; John Dinuovo, present, Paul Burns, present; George Backus, present; Barbara Barry, present; Roger Duguay, present.  Philip Hebert was
absent.  Patricia Kennedy, Interim Town Manager, was also present.

Pledge of Allegiance – All

Resolution 2008-028 – Re-establish revolving funds – Moved and seconded by the Council to re-establish the town’s revolving funds as provided for in Massachusetts General Laws, Chapter 44, Section 53 E ½.  Vote was 5 yes and 3 abstentions.

Resolution #2008-030 – Vote on FY09 Budget – Moved and seconded by the Council to raise and appropriate the sum of $33,516,734 to pay the Town charges for the fiscal year beginning July 1, 2008.  Vote was 8-0 in favor.

Resolution 2008-029 – Transfer Stabilization to Capital Outlay – Moved and seconded by the Council to transfer funds in the amount of $210,000 from the Stabilization Account to the Capital Outlay account to fund the following capital items for FY09:
Highway – 2009 Chev. Pickup   $28,000
Highway – Hot Air Furnace      $   5,000
Highway – JD Loader Tires      $   8,000
Highway – 2009 GMC 1-ton      $74,000

Park ---- -  Jacobsen mower      $20,000                    $135,000  (total DPW)
                                                       
Police - -----6 Defibrillators       $15,000
Police ------ 2 Cruisers               $60,000                    $ 75,000   (total Police)
                        Total Transfer -------------      $210,000

Motion was amended and seconded to add $5,000 for a second furnace for the DPW garage.  Vote on the amendment was 8-0 in favor. Council moved and seconded to transfer $215,000 from Stabilization
to Capital Outlay.  Vote was 8-0 in favor.

Paul Wisniewski addressed the Council and asked that citizens be allowed to interview applicants for the new town manager position.  He also brought up several points, in his opinion, that would provide for Palmer’s success.

Adjourn Regular Session – Council moved and seconded to adjourn regular session at 7:03 PM.
Motion was made and seconded to recess until the town manager candidate arrived for interview and enter into
Executive Session, as per Mass. General Laws, Chapter 39, Sec. 23B (8).  Vote was by roll call – 8 yes 0 no.
