Town Council Meeting November 15, 2006
Meeting opened at 6:30 PM by Barbara Barry, Council President.
Roll Call – Barbara Barry, present; Robert Haveles, present; John Sasur, Jr., present; Michael Magiera, present; George Backus, present; Keith Parent, present; Matt Lovell, present; Peter Pappas, present. John Dinuovo was absent. Also present were Richard Fitzgerald, town manager and Patricia Kennedy, executive assistant.

Discussion – Unregistered Vehicle Ordinance – Councilors discussed in its entirety the new proposed Ordinance 2007-06 dealing with the regulation of unregistered vehicles. Changes, comments and amendments were made as a result of this discussion.
First Reading – Ordinance 2007-006 (Unregistered Vehicle) Council moved and seconded to table the first reading of this Ordinance in order to enable changes to be made. Vote was 8-0 in favor. Town Manager Richard Fitzgerald will incorporate the new changes and another first reading of this Ordinance will take place on December 13, 2006.
Discussion – Zone Change Ordinance – Councilors discussed the Zone Change Ordinance 2007-07. This Ordinance deals with Chapter 171 in its entirety relative to zoning in the Town. Several changes and amendments were made as a result of this discussion. Town Manager Richard Fitzgerald will incorporate these changes into the document. Further changes will be discussed in future meetings. Also, the Planning Board will hold a hearing on this zone change and forward their changes and recommendations to the Town Manager who will also incorporate their recommendations into the document.
Introduction of Code of Palmer Revision – Town Manager Richard Fitzgerald reported to the Council that he has nearly completed reviewing and revising the Code and hopes to get the entire document to the Council for their review and comments at a meeting in the near future.
Mrs. Barry announced the receipt of a letter from the Pioneer Valley Planning Commission inquiring as to whether the Town had a representative to be placed in nomination for a seat on the Metropolitan Planning Organization. Keith Parent volunteered his name to be placed in nomination for this position. Once the pool of candidates has been established, the PVPC will arrange a caucus in each of the five MPO regions to appoint a member and an alternate.
Mrs. Barry acknowledged a letter from Dr. Paist of Pathfinder Regional Vocational Technical High School requesting that a municipal official be named to participate in the Collective Bargaining process at Pathfinder. Town Manager Richard Fitzgerald volunteered to be on this panel.
Mrs. Barry announced that the Council had received an invitation to an Eagle Scout ceremony on November 25, 2006 at 2:00 PM at St. Mary’s Episcopal Church in Thorndike for Jonathan Kosnicki. Peter Pappas volunteered to attend this ceremony to represent the Council and to present a certificate of congratulations from the Council.
Mr. Fitzgerald announced that the Palmer Redevelopment Authority is seeking supplementary funding under the EOT’s Freight Rail Capital Funding Program to build 1,800 feet of run-around track, two switch-backs and one locomotive stub to reduce rail congestion at the Palmer Industrial Park.
Council moved and seconded to adjourn at 8:25 PM. Vote was 8-0 in favor.
